The License Department is located in the Circuit Court for Anne Arundel County 7 Church Circle, Room H101, Annapolis, Maryland 21401.  After you enter the courthouse, room H101 is located directly behind security. The Circuit Court is located in historic Annapolis on Church Circle. Parking meters are located on Calvert Street and West Street.  Parking garages are located on Calvert Street, Northwest Street and Main Street.


Procedure for becoming a Notary Public

Once a State Senator has approved you as a Notary Public and the Secretary of State has issued the Notary Public Certificate, the Clerk of the Court License Department at the Circuit Court for Anne Arundel County is responsible for administering the oath of office for all Anne Arundel County Notaries.

The average processing time for a notary application is 6-8 weeks once the application is received by the Secretary of State. Once you are approved as a notary public you must appear in person at the License Department in the Circuit Court. There is no appointment required. There is an $11.00 fee due at the time the oath is taken. The fee can be paid by cash or with a personal check made payable to the Clerk of the Court.

NOTARY CERTIFICATIONS

Once a notary signs and seals a document, on occasion that document may need to be certified by the Court. The fee for this process is $1.00 per certification. This process can be done by mail or in person. If you are requesting by mail, the documents and check or money order ($1.00 per certification) should be mailed to:
